The most important and comprehensive of the Acts passed by the British Government was the Act of 1935 itself which had 321 Articles and 10 Schedules.
(i) The Act of 1935 planned to make India a Federal State which included the addition of Indian British ruled provinces as well as princely states While joining the Union was optional for the princely states, it was mandatory for the British ruled provinces. The federal system could not be implemented for several reasons.
(ii) The India Council has now been abolished by the Act and has been appointed as an advisor to the Secretary of India in its place. In order to maintain control over the Government of India, he was empowered to issue orders to the Viceroy and the Governors, to appoint Indian Public Service employees and to fix the terms and their salaries, allowances etc. By the of 1935, the system of Diarchy was introduced in the center instead of the provinces
